I would like an option to contribute notes only. There are several profiles where the data is correct, but the contribution notes doesn't tell us verification methods etc. At the moment we can only write notes (documentation) if we also contribute changes.

I'm assuming those notes would still be up for vote, as unfortunately in this untrustworthy world it's possible that people will lie in their notes.
I'd prefer maybe an option where voters' comments can be preserved along with the notes so the verification methods could be kept there.
Either that or voters themselves can add comments to someone else's submission (with harsh penalties if abused).
